Jackinell Phelps O’Banion, a Frankfort resident, passed away Friday in Lexington at the age of 72. She was born in Owen County the daughter of the late T. O. “Jack” and Nitelle Haydon Phelps. She was a member of the First Baptist Church of Frankfort. She began her career with the Commonwealth of Kentucky driving a Bookmobile fro the Dept. of Libraries. She worked her way through the ranks of state government and after 35 years of service retired as Director of the Division of Advertising and Promotion in the Kentucky State Parks Department. 30 of her 35 years of service were spent in the Parks Department. She is survived by a daughter Leesa Kay O’Banion of Frankfort, a son, Billy Phelps (Julie) O’Banion of Owenton, a sister, Linda Phelps Webster of New Liberty, two grandsons, Jackson Phelps and Jonah Cole O’Banion, two nieces, Dawn Powers and Jean Allen Smith two great nieces Caroline Dawn Smith and Stephanie Powers and two great nephews, Stephen and Christopher Powers. Arrangements are being handled by McDonald & New Funeral Homes. Family will receive friends at the Seminary Street location, Monday, June 2, from 4 until 8pm. Funeral services will be held at 2:00 pm Tuesday, June 3. Burial will be in the Owenton Cemetery. Memorial Contributions are suggested to Friends of Owen County Parks and Recreation.
